Public Works Program Development and Implementation - 1992

This effort was performed as a consultant providing Contract City Engineering services to the City and later as Deputy City Manager for Public Works as a member of the City's management team.  The work entailed the complete reorganization of the City's Public Works functions transitioning from a full-service City staff to a semi-privatized combined staff under consultant direction providing complete Public Works planning, design and construction management for this city of 95,000 residents.  
Major Program elements included: Development Processing Streamlining, Infrastructure Master Planning (Streets, Drainage, Sewer, Water), CIP Programming and Implementation, Formation of the I-5 Consortium of Cities Joint Powers Authority, Formation of the Southeast Water Coalition JPA, Public Services Department functional reorganization, Community Outreach Program for Infrastructure improvements, formation of a Utility Coordinating Committee, liaison with Caltrans District 7 for I-105 Freeway construction, and planning for the Norwalk Transportation Center. A Public Works Department Strategic Plan was developed for the program and implemented over a 4-year period.
