Engineering Services Program Plan - 1997

This work effort is ongoing and has entailed to date the development of a Business Plan for the City’s Engineering Division of the Community Development Department. The Division, which is responsible for management of an annual budget of $36,000,000, provides planning, design and construction management services to the City of 150,000 in San Bernardino County. Following a Research and Assessment phase which involved interviews with business leaders, Council Members Planning Commission and Special

Committee members representing the community as well as key City officials and staff, a report was prepared outlining the results of those interviews focused on a Business like approach to service delivery.  A Strategic Planning workshop was conducted for the Division’s staff and management personnel in which several Key Result Areas were identified which produced goals and objectives for development and implementation by various staff committees tasked with the responsibility for implementation in a team type atmosphere. A professional style ”Business Plan” report was prepared for distribution to staff, City Administration, Council, and the general Public which provides an annual report on the ongoing development of the strategic plan, its goals and objectives, focusing on program accomplishments and providing a financial review of the organization and highlights of key members of the Engineering Service Team. Ongoing services are being provided to assist with the implementation of various aspects of the Business Plans’ goals and objectives.
