City of Pomona - Development Services Program Plan
Development Services Program Plan – 2002-2005

This program initiated in 2002 involved the development of a comprehensive Development Service Program Plan, which incorporated the functions of the Community Development, Public Works and Utilities Services Departments regarding their roles in delivery of Development Services to the residential and business communities of Pomona. The process involved interviews with key public officials and constituents to ascertain their perception of the department’s roles in providing development services. A Stage I Report was prepared which identified potential Key Result Areas for further review and development into a comprehensive Development Service Program Plan Action Plan summarized in the DSPP Report document.  Subsequently the Community Development Department has taken the lead in further refining the program by implementing several of the Key Result Areas, such as Project Management Training, Development of a Planning Process Tracking System for internal and eventually external use by staff and applicants and implementation of a Master Development Scheduling Program for the Redevelopment Agency. Our firm is continuing to consult on these implementation phases of the DSPP.
