Engineering & Public Works Organizational Review  - 2007/2008

This consulting assignment involved a comprehensive review of the City’s Engineering Division  of the Community Development Department  to ascertain whether a new organizational model might be more effective in delivering engineering and public works services to the community. A series of comprehensive personal interviews were conducted with key management and supervisory staff within the Division and an assessment was made of key internal and external program issues, facing the division and it leadership.  A staffing workload assessment was  conducted of both the public works and engineering sections of the Division to determine predicted  workload over a 12-month planning horizon.  A review of the budgetary, capital improvement, regulatory, administrative operational and management policies and procedures was also conducted.  A report was prepped outlining organization alternatives, which led to the creation of two new Departments, Engineering Services and Public Works Services.  New department head positions were created  and assistance was provided in creating new potion descriptions. Management support staff was also recommended along with the transfer of engineering support to the Public Works Services Department from the Engineering Services Department.
