City of Santa Ana - Strategic Planning
Strategic Planning Utilities Agency, Community Development Agency, and Mid-Development Team Program – 1983 - 87

While serving as Assistant Executive Director of the Utilities Agency for the City of Santa Ana, three distinct Organizational Strategic Plans were developed for the Utilities Agency, which provided Water and Sewer services to this City of 220,000 residents.  Mr. Bucknam also facilitated and directed preparation of Strategic Plans for the Community Development Agency, which is responsible for Community Redevelopment and Economic Development and for the City's Mid-Development Management Team, which he chaired. This team, comprised of Department head level representatives from Public Works, Redevelopment, Economic Development, Planning, Building, Fire, Utilities and Administration was responsible for major project review and recommendations to upper management for approvals and for organizational improvement and liaison activities to improve organizational performance and inter-agency cooperation
