Public Works Program Plan - 1995

This assignment involved the development of a comprehensive Public Works Program Plan (Business Plan) for the City.  External pressures due to declining City revenues and general economic downturns over the last several years led the City to reassess its Public Works and Utilities Department service deliveries.  A new pro-business atmosphere, including a blue ribbon Economic Committee advisory to the City Council, along with the recent retirement of the long tenured Public Works Director created a "Challenge to Change".  Services were provided to reassess the organizational structure of the now combined Public Works and Utilities Departments and have developed a Strategic Plan for service delivery, which is now being implemented.  During the Research and Assessment phase of the Program's development, some 45 external and internal interviews were conducted with key "client" businesses, professionals, department heads, city administrators, and past and present council to obtain a clear perception of existing service levels and to identify needs and expectations for service from the new organizational structure.
