Water Division Financial and Infrastructure Management Plan 2001

This comprehensive analysis involved a complete research and assessment of the Glendale Water And Power Department’s Water Division operations, including Engineering, Maintenance and Administration.  A detailed review of the Division’s budget for operations and capital improvements was also included that involved benchmarking with several other comparable agencies along with both State and National organizations.  Also included was the development of a Program Plan for the water enterprise that included staff interviews, interview with City management and Departmental management as well as the benchmark agencies to determine the strengths and weaknesses of the current operation and to make recommendations for improving the program.  An all day workshop was included involving City Management as well as GWP and Water division managers to set forth a Program Plan for the Division.  The Plan included the development of several Key Result areas such as a functional reorganization recommending additional key staff positions focused on enhancing productivity, development of a long term System Improvement Plan for capital improvement, water quality program enhancement and a management information system program to support existing City information systems.  Work on implementing the FIMP was initiated even before completion of the FIMP Report, and staff has embraced its goals and objectives, which were developed by consensus.
